Review rubric
Score the bench and succession package before the talent review. Ten criteria, 10 points each. Ship at 90 or above with no criterion below 7.
| # | Criterion | 10 | 7 | 4 |
|---|---|---|---|---|
| 1 | Critical-role coverage | All critical roles named by the 90-day test, including the leader's own; 18-to-24-month horizon scan done | Horizon scan missing | Roles chosen by title or seniority |
| 2 | Bench scoring | Depth, readiness, single point of failure, and risk for every role; aggregate score with critical-role count | Aggregate only | No scoring |
| 3 | Single points of failure | Each one has relationships, knowledge, and capability capture with dates | Identified, not addressed | Not identified |
| 4 | Performance evidence | Results, quality, and how, over four quarters where available | Results only | Impressions |
| 5 | Potential evidence | Four signals with evidence; at least three present for any rating; can and will separated | Two signals | Potential by feel |
| 6 | Readiness calls | Every successor called against the evidence standard, with stretch-assignment tests; external candidates held to the four-dimension standard | Calls without tests, or external readiness inferred from title and scale | No calls |
| 7 | Talent review discipline | Independent pre-ratings; bias checks run aloud; sponsorship check; decisions with owners and dates | Ratings collected, bias checks skipped | Group consensus decides |
| 8 | Succession plans | Interim, short-term, permanent, and external trigger for each critical role | Successor only | No plans |
| 9 | Development and retention | Dated development action per successor; people outgrowing roles flagged with next challenge | Actions without dates | Names on a slide |
| 10 | Measurement and cadence | Three-tier measures, quarterly cadence, and post-departure reviews | Measures without cadence | None |
